At such times as there is in force a contract entered into by the city with any contractor
for the collection and disposal of garbage, recyclable materials or green waste in
the city, it shall be unlawful for any person other than the contractor to collect
and dispose of these materials within the city. In the event the city has not contracted
with a contractor for the collection and disposal of solid waste, recyclable materials
or green waste, the city may, at its option, provide such service. For such services
as the city provides, the city shall be deemed the contractor, and the city shall
be entitled to enforce all of the rights and obligations of a contractor under the
provisions of this chapter.
