The reduction of the stream of solid waste, through waste prevention, reuse, recycling,
composting or landfilling of any remaining garbage, is a statewide mandate (California
Integrated Waste Management Act of 1989). In addition, reduction of solid waste is
a key component of meeting the statewide climate protection mandate (California Global
Warming Solutions Act of 2006). Therefore, in order to protect the public peace, health,
safety and general welfare, and to reduce the solid waste stream, the city deems it
necessary to regulate the collection and disposal of solid waste as set forth in this
chapter.
